Why can't I transfer my store with an active balance account?

I want transfer my store! but I cant transfer because of this /You have an active Balance account. To transfer ownership, please transfer out any funds in Balance and contact Shopify Support to transfer ownership/ but i don't have any activity on my site and balabce account???

From the Shopify Balance page, you can access your account activity, view statements, and transfer funds. 

If you are still having trouble locating your balance, we’ll need to access your account securely with our live authentication methods in order to resolve this issue.
