I am attempting to reduce the number of HTTP requests by setting cache headers for my javascript resources. But it doesn't seem there is access to the .htaccess file. Am I overlooking something, or is there another way to do what I am wanting?
You cannot edit .htaccess in shopify. You can't controll caching for shopify assets, they are hosted on a CDN, and giving access to merchants to controll that caching is too complicated for Shopify to bother with.

You cannot edit the Shopify store .htaccess file. You can reduce the HTTP requests by following the below steps:
1. Remove all unused apps
Most of the Shopify apps have their own javascript and CSS files. Even if you are not using the apps, the JS/CSS files continue loading. The best idea is to remove all unused apps so that your store will load faster.
2. To reduce the initial load time, you can use Lazyload technique
3. Use the minified version of javascript, CSS
4. Themes contain CSS, JS, HTML which can increase and affect your store speed. So disable theme features you don't use.
5. Using a theme that is optimized for performance means a theme that is responsive, fast, and takes minimal time to load the page.
6. You can run the Shopify Theme Inspector for Chrome to identify the lines of code that are slowing down pages in your online store.
