How can I successfully add users to my account?

I can not figure out how to add a user. I have looked at the instructions but I don't seem to have the same options are what the instructions say.

Are you referring to the Shopify admin Customers section? or on the Users and permission section in Settings. Please check the below screenshots for your reference.

It sounds like you're trying to add a staff member to your Shopify store. You said you are following the instructions but it's not working on your end, just want to make sure that these are the instructions you're following? 

When you try to add a staff member to your store do you get any error messages? If so, can you please tell me what it says and then I'll be able to help you more.
