How can I test my checkout and unlock my store?

My store is complete.

I need to open the store.

Apparently i am suppose to test the checkout.

The feature to turn the shopping cart to test is NOT THERE.

How do I re-set it?

When you mention that your store is locked, do you happen to see a password page when visiting your website? Once you remove password protection, then anyone can visit your store. You can only remove the password after you pick a pricing plan. Are you currently on a paid plan or a trial?

You can place a test order by simulating a transaction through Shopify's Bogus Gateway, or if you're using Shopify Payments, then you can test your configuration by using Shopify Payments test mode. You can also use a real payment provider, and then immediately cancel and refund the order. You might be subject to fees from the payment processor that you use.
