API Retrieves a list of fulfillment orders for a specific order return empty array

My customer has some orders, these orders can be queried using the API /admin/api/2022-07/orders/450789469.json, but using the API /admin/api/2022-07/orders/450789469/fulfillment_orders.json response an empty array and the status code is 200. There is no problem with the scope of this client. Please tell me why this is happening and how to fix it.

same for me…

but if I create a default dev-shop the things worked fine…
so what is different from dev to production? maybe some app interfere with this fulfillments?

for me it needs more permissions for the API user
