My background photo looks fine when on desktop mode but when in fullscreen the bottom half gets cut out and for mobile the picture is cut out vertically

Something wrong there, you shouldn’t put image under the body tag, you should put it under the desired section, for example, you could add an image section in the visual editor.
add a image section in the theme.liquid file? Or should I create a new file in the section area and do it that way
You could create a new section file for image. or choose one like “carousel” or “featured banner”, this up to your theme.
