I changed my bank account number and when doing so I left out a number. I tried to go back and change it, however, I didn’t know what number was missing, so I was unable to update bank account number. My account is under review, which has been under review since April 17th. My store is brick and morter. Im unable to meet payroll becasue this has not been resolved. Also rent is coming due, not to mention credit cards. Over $70,000 is on hold. So many attempts to communicate with shopify, but all I get is they are working on it. At what point should I seek legal representation? There is no one to talk to.

I understand that the replies that you are getting from Shopify support team are not ideal though, I highly suggest that you keep an open communication with their team and express the urgency you have with this as they can follow up your concern or ticket with the department that currently investigating your case. Sometimes, there might be a delay on their department as they are receiving a high volume of queue.
Shopify is undoubtedly working as quickly as they can on this, and as soon as they have any updates about your account, they will get in touch with you by email. Therefore, I highly suggest as well that you regularly check your email messages, spam, and junk mails to make sure not miss out any emails from their team.
