Can a customer's shipping address trigger specific events?

We are looking for a way to trigger a series of events when a customer has a shipping address in one particular state because of a change in their state laws.

When a customer enters a shipping address with this one state, we’d need a pop up that notifies them they need to purchase a certificate. That seems fairly simple, however, we want the customer to have two options in the pop up - yes or no. “No” will cancel the order. If they click “Yes,” we would need this to then trigger that order’s information to be sent to the person we’ve contracted to draw up the certificates for us, and add an additional item to their shopping cart.

Thank you for your post. Could you please tell me which state this is in reference to, and what law has changed? I would like to look into this and check to see if this change has been reflected in our automated tax system before recommending any workarounds.

The new law only affects the sale of live animals/pets. Missouri is now requiring health certificates for animals shipped there.
