Can cancellation fees on fraudulent orders be avoided?

This may had been asked before as I am new here but looking for some help.

Canceling orders I always charge a cancelation fee to cover the merchant fees that we do not get back on canceled orders. But what about fraud orders is there a time frame that we can cancel a order over fraud and not lose fees? Its a shame someone trying to take advantage of a buisiness and we catch it but we still lose each time. Am I missing something do we have a time frame to cancel a order and not lose the merchant fees?
