I have two stores one in Arabic and one in English, Do you think I can combine them? I want a single store in both languages (I don’t want to use any apps) Can I migrate them? and can users change languages too? I would appreciate your thoughts
(Both stores have same Designs and products just in different language)

Yes off course Shopify has multi-language option no sense keeping two different store for same products.

Yes, you can.
Also, With Geolocation you detect their location and automatically Switch the language.
Some good apps give free charges, for up to 3-4 languages. So the App will be a better option and it give design options too.
