I need a staff person to add products for me but I don’t want them to be able to edit or remove products I added myself Is there an app with that feature

When it comes to staff permissions, providing access to a section of your admin will generally allow them to access almost all functions of that area as well. Advanced user permissions like creating a product but not editing existing ones is not something that is currently supported.
What you can do though allow this staff member to create new products through CSV files. The person working on this can draft up all the products as a CSV and then can be uploaded by a staff member with product access permissions.
