Can Shopify legally hold my payments repeatedly?

3 weeks ago my shopify payments were put on hold for the first time. No issue I sent the required documents (ID, stock etc) and my payouts then resumed as normal.

Fast forward to Monday of this week I get a notification that payouts are held again. I contact risk support and they tell me don’t worry your payouts are now back to normal.

Yesterday I get ANOTHER notification your payments are on hold AGAIN. I email risk support and they tell me

Looks like this hold was for a standard review by our banking partners and was lifted shortly after the hold was placed here. This is normal and can sometimes happen soon after a previous review. It’s not usual but can sometimes overlap. I can see this only lasted a few hours here.

Your payouts are enabled and I see your next payout scheduled for 2022-09-22. Kindest Regards,

so I’m like ok no issue.

2 hours later I get an email telling me my payouts are on hold AGAIN. Yes AGAIN.

I email risk support and get this response

The review on your account has been completed. As a result, the hold on payments has been removed and transfer of funds have been enabled.

so nothing else could go wrong right? WRONG.

I wake up today to that lovely little banner telling yet again that my payouts are on hold.

is this even legal for shopify to do at this point?
