Can we create shopify multilanguage site without any app?if yes then what steps do we need to follow?
From Shopify’s own documents, it seems possible to do it by adding more languages and importing translated copy in csv format. Optionally, you can also work with supported app. You can read more on Shopify’s manual here.
Disclaimer - I haven’t actually tried it myself but found this while researching for a customer.

You can have your store available in multiple languages without an app - apps help simplify the process, but are not required. You would need to be fluent in the languages you wish to use or hire someone who is for the initial translation.
One option would be to use the Markets feature to offer your store in different languages and currencies. Our help doc for Localization and Translation has more details.
Another option would be to have multiple stores for each language. This is helpful if you have different staff in different countries working for your business. Each store would have its own payouts, orders, staff access, and so on. It is also helpful when you have a very high volume of sales.
We even offer a discount for multiple stores when they are the same branding with different languages and/or currencies. It would allow every subsequent store to have the same plan as the first store while paying the price of the plan below. For example your first store might be on the Shopify plan ($79), each store after would have the Shopify plan features while paying the Basic plan ($29) price.
