If we hire someone to create the website and after it is complete, do we need to hire someone to make edits or revisions down the road? Are we able to make those changes ourselves?

If you have experience of coding with HTML, liquid, css etc then you can make changes. OR you can edit few sections text and colors if your theme customizer have that facility.
Hiring others to make edits it is completely depend of your contract or decision. If any developer or company created your website then you can contract them for maintenance so these edits will cover in maintenance. IF you hire someone else in your budget then decision all up to yours.
