Can't find the 'Allow Custom App Development' button?

I am trying to follow these instructions to create a Custom App. But every time I go to the page I cannot see a button for Allow Custom App development. It says I need to read the warning and accept the terms and conditions. When I click on that section there is no place for me to actually accept the terms and conditions

  1. From your Shopify admin, click Settings > Apps and sales channels.

  2. Click Develop apps.

  3. Click Allow custom app development.

  4. Read the warning and information provided, and then click Allow custom app development.
