Create Pick up Locations for people who live in Same city as your store

Hello, I have a jewelry online store that also has a Store in Mexico City.

Our website offers shipping to all mexico, but we also offer a free shipping to our store en Mexico city. Our problem is that a bunch of people select the Free Pick up store to not pay the Normal shipping cost.

Then we have to contact and ask if they are able to pick up the products as they live 500 km aways. Obviously they say no and we now need to make an extra charge or cancel their order. This is taking us a lot of time waste.

Can someone help me to limit the Pick up only for the city of the store?
