Customer purchase spending limit

I have two Shopify sites with theoretically identical coding, yet the newer one will not let a customer spend more than $1000, regardless of item/s purchased. Ideas?

It must be the theme or the app. My gateway claims they have no maximum, and it couldn’t be my Shopify plan or account setting because my other site, which is identical, does not have that problem. I am wont to start digging into themes or apps out of fear that it could cause new additional problems without solving the original problem. But I appreciate you writing.
