Good evening, I’m new to Shopify as in one day new and I’m confused a little. When I’m setting up my retail prices do I include shipping in my retail price or for example will someone in the USA see their shipping rate and have to pay it with the retail price?

To provide some context, shipping rates are a fee that is charged to the customer in addition to the cost of their product. Due to this, shipping would be separate to product pricing. I recommend checking out our Shipping Rates Documentation for more information on how to successfully set this up.
It outlines however, shipping rates can fall under three categories (i.e flat rates, free rates, calculated rates) depending on your shops needs. You may also have access to Shopify Shipping if the shops fulfillment location falls under one of our listed regions. This allows you to connect Shopify’s shipping carrier accounts, providing access to buying and printing labels directly from the admin, discounted rates, and more!
