Dropdown Submenu lists, Hover, Color, and Underline when hovered over using Dawn Theme

I have submenus under the main menu in each of the top menus in the header.
When the top menu is clicked, the dropdown is background color #078080 and the text is #D4AF37.

*** This is CORRECT.

But when hovering over any of the submenu items, nothing happens. I am trying to have the following:
Background remain #078080
Text remain at #D4AF37

HOWEVER, when the mouse hovers over any of the submenu items, I am looking to get the text change to white with a while underline.
