Welcome to the Shopify Community! Great question, it’s always good to be wary of any suspicious orders. Are you on the Shopify Plan or higher, or using Shopify Payments as your payment gateway by chance? If you are, then you will be able to view our fraud analysis of the order. Our fraud analysis is based off of machine-learning algorithms based on transactions across all Shopify stores. Was the order flagged as low, medium, or high risk of a chargeback?
If the order was flagged as high risk, or if you are suspicious of the order, the best next step is to attempt to verify the order. Once you have attempted to verify the order, you will need to decide if you’re going to fulfill the order, or cancel, or return the order. While we can’t give advice on what you should do with a particular order, I’d encourage you to go through the steps listed in the help document I shared - verify the order. From there, the decision is up to you whether or not you think you should fulfill the order after reviewing all the information available.
There is always a risk of a chargeback when fulfilling any order, the best thing you can do is mitigate that risk by carefully evaluating your orders before fulfilling them. Especially any orders that are marked as high risk, or you feel are suspicious.

A buyer who has placed several orders and wanting it to ship to a different address sounds quite abnormal and risky. Are these orders being placed with the same credit card number?
You can check the last 4 digits of the credit card number in the order summary within the timeline where you can expand to see more information regarding the order. Do you have a phone number on file where you can call the customer to confirm the purchase? Often a quick friendly call will resolve a lot of issues with the buyer and seller.

Since the system shows that the risk level is low, I have fulfilled the orders yesterday.
However, thanks for the suggestions.
Those are helpful, I will definitely try to call the customer if the order is suspicious next time.
P.S.:
All 3 orders are on the same credit card, for the same item, single item order, IP location matches the billing address location.
Just ship to 3 different far-away addresses.
I hesitated to call the customer because I don’t know if that would violate personal private information usage or not.
