Please go through this official page from Google (provided below). It says that ebooks, digital books are unsupported, and some relevant information about non-physical goods. We also had a chat with the Google team regarding this and they communicated the same.

@CedarJovan Why are you suggesting something to mislead the user? Digital products are not allowed on Google Shopping. Suggesting something this wrong to users, not only gives them a false sense, but also puts there google ads account in danger of gettings suspended. Meaning they will never be able to advertise. Don’t do this Cedar.
This is actually a lie. You have never read the policy. Digital products are allowed in Google Shopping.
Except for a few random products such as microsoft licenses, digital products are generally not supported, because of the following policy, which I guess you may have overlooked: Misrepresentation - Google Merchant Center Help
It’s interesting that you post and claim I am lying. I guess you did not read the policy I shared in February 2025.
Policy is clear, it states products listed must be stocked. How are you physically stocking digital products? As of writing, digital products are still not supported.
Some merchants may get away with it, because Google didn’t detect it, I have seen many that get suspended years later, then complain they can’t get approved.

The most common problem is that some people try to read policies literally. Unfortunately Google has written the policies to be vague covering many topics. If you disagree, you will read it as in, digital products are stocked. But that is not what it is referring to, stocked, refers to having it physically on hand.
In any case, just remember, that once you are permanently banned, this will affect all your future business plans, as well as normal text advertising. So if you ever want to have a real physical stocked business, that will prevent you from doing this forever (as of writing.)
The issue is also that I have been in the Google shopping business for more than 15 years, and over these years, policies change, so they used to be more definitive, with exact wording, this has slowly disappeared into more vague details.
So it’s a yes and no at the same time. If Google can not detect it, yes, if Google detects it, then you will get flagged and most likely with the policy called misrepresentation. But generally no, you will find hardly any digital products on Google Shopping. And the issue is also that Google needs proof you can deliver what you offer, which with digital products is hard to prove.
Google Shopping is designed for physical products. However, you can search further on the Google forums, where there is a lot of information about this topic.
I manage Google Shopping ads and so far I haven’t seen any clients successfully using them to sell digital products.
