How can I change the background color of my website's refreshing animation?

Greetings,

I cannot find a way to change the teal color at the top of my website. It’s the background color of the refreshing animation. I’ve attached an image to help depict my issue. Is there a file I can access to manually change the html to #FFFFFF ?

This has been driving me absolutely crazy. Thank you so much for your time.
