How can I create a custom payments app for Shopify?

Hello, I am new to shopify world.

I have been tasked to create a “custom payments app”..
I am still trying to understand the correct terms.

What i am suppose to do it provide a custom payment method on checkout to a custom gateway.
From the docs it appears that a legacy Hosted Payment SDK (HPSDK) was the way to do it.
But now we are suppose to create via a “payments app”

I think I am getting closer. I assume this is the page i need to be at
https://partners.shopify.com/somenumber/apps/somenumber/extensions/create

I choose the payments tab and it says “No extensions available”

From this page https://shopify.dev/apps/payments from what it describes a Payment app is what i need to create.
This page talks about feature and technical requirements, app approvals and reviews and everything else except how to create one

I then landed on https://shopify.dev/apps/payments/creating-a-payments-app/creating-a-payments-app
Step 1 " Configuring your payments app extension for submission"

But still nowhere to say how to actually create this app extension.

I am sure this is a noob problem, but any help with where to get started with this would be greatly appreciated

Go to your APP → Extensions → Create + → Offsite payment provider.

If you don’t see such option then you probably have not applied yet to become a payment app developer. Can’t find the application form right now, but that’s something you can search for or ask support.

The creation of payments app are disabled right now?

Any updates when new when ability to become payment provider will be open?
