How can I create a scrolling divider with no outer margin for my homepage?

Hi, I’m trying to make a scrolling divider (basically a divider with marquee text similar to a scrolling announcement header) but want to use it in the middle of my homepage. I don’t want it to have any outer margin. I’m struggling to find the full html/css code for this. Can someone please help?

Glamnetic.com has the divider I am looking for.
