I would like to enable the Klarna and Clearpay payment options below the ShopPay option on the cart page.

As I know, the “ShopPay” button is the “Dynamic Checkout Buttons” feature that dynamically changes to display the customer’s preferred checkout method. So, you can check if this feature supports the payment method with Klarna and Clearpay.
You can try several other accelerated checkout methods like Amazon Pay; Apple Pay; Google Pay, PayPal, Shopify Pay, and Venmo.
