How can I implement an animated CSS wave background on my site?

Hi,

I’m hoping to implement this type of slow-moving animated CSS wave as our background: https://codepen.io/tedmcdo/pen/PqxKXg. I attempted a few times until I heard Shopify doesn’t allow SCSS so I wasn’t able to implement anything found in codepen.

Ultimately this is the design we’re aiming for. Banner image with the waving CSS in the background.
