Hello. I would like to charge a flat rate of 9% of the total order price for my site. Is there a way to do this through the Shopify backend?

Unfortunately, the only rate table you can build using Shopify rates is a flat rate table that is based on cart total and cart weight. There isn’t a way to have it be a percentage based on the exact cart total.
This would require a rate-providing app that has that ability. All rate-providing apps do require a feature enabled called Third Party Calculated Rates, which depending on your plan level, costs $20 a month. If you are on Basic, this feature is no longer accessible.
