How do I add an announcement bar to my Dawn theme?

Hi all im trying to add an announcement bar to my theme as i currently dont have one available ?

my store is www.ljvapes.co.uk and im currently running Dawn i believe

I have a scrolling marque cyrrently but looking to remove that and replace it with the announcement bar

or if you want at scrolling place only then please check if you have an option to stop scrolling in the customize settings, else it will need code editing
