For stores that are not on the Shopify Plus plan, you can check out the checkout style customisation available to you here.
Outside of this it is not possible to edit the code of the checkout.liquid file itself for non-Plus store.
That said, you may be able to accomplish your goal by using the language editor functionality in your Online store > Themes menu in your admin.
Try searching there for some language around shipping in the checkout area that you can edit to your desired outcome.
