For the footer, it is doable via code but it is tricky as the width of the sections are being set dependent on how many footer sections you add in the Customize panel. The only “hackish” alternate way I can think of doing is to add an image section to the footer (choose width: 33%) and add the payment icons as image.
If you can copy/paste your footer code, perhaps I’ll be able to let you know if a solution can be given based on code.
