I want to show my breadcrumbs under the hero images for all pages, if there is no hero image (as on product pages) they are fine where they are.
They currently show under the header, please see attatched.
You can make the breadcrumbs into a section. Place the section below the hero image on each page. If some pages do not have a hero image, put the breadcrumbs first.

Do you mean something like on the screenshot below?
If yes need to change the order of the section or you can transform the breadcrumbs into a section and position it below the hero image on every page
