It looks like you’re referring here to the preview bar showing when you preview your store from your Shopify admin (while logged in on that browser).

Hi Don, I think you are right. If I connect from a different laptop, this
bar is not displayed indeed. May I ask what’s this bar is for, then ?

This bar has a couple of functionalities; letting you know when you’re viewing your storefront as staff or the owner of a store, letting you quickly change between viewing your store and editing it from the admin as well as letting you see what your store looks like as visitors from different countries would experience it.
If you ever want to test out your store as a customer would see it, or check to see if any new settings (such as updated shipping or checkout settings) have been applied you can view your store in a private browsing window (for eg Google Chrome’s incognito mode).
Are you still working on building out your store towards launch?
Would you have a marketing plan in place for your online store and are you working on marketing yourself or with a professional?

I also had this. After removing the inactive markets in settings, I only see the country that I want to see.
