Hello, I want to set payment with cash for local pickup only ?

It’s very simple.
Please go to Admin > Settings > Payments > Add manual payment method
You can set it up by cash on delivery or for pickup.
The Cash for Pickup or other setting will show up as a message when the customer check out.
They will check out without the payment. However, you may add the phone number for the requirement to contact them for confirmation.

Unfortunately it is not possible to restrict any payment method in Shopify based on any condition. All payment methods in Shopify are global, which means that they are shown to all customers who can make a purchase on your store and you cannot show them only based on specific conditions such as the shipping method selected by the customer.
The only solution to mitigate this problem is to add a note to your Cash payment method message or name saying for example “ONLY FOR LOCAL PICKUP ORDERS” this way you should considerably reduce orders with other shipping methods completed with Cash. I understand that this is not the perfect solution but it is the maximum possible within the limits of what Shopify allows.
To create your custom payment method named for example “Cash (ONLY FOR LOCAL PICKUP ORDERS)” you can go to your Shopify Settings → Payments → Scroll down → click on Add manual payment method → click on Create custom payment method → create your custom payment mehtod with your custom name

This is certainly possible now in 2023, using the BeSure Checkout Rules app. Assuming you are using “Cash on Delivery (COD)” for the cash with pay option on your checkout, you can create the “Hide payment methods” rule.
Inside the rule please click on “Switch to condition set 2”,
and then configure these values,
This rule will ensure that, when the selected shipping type is a pickup, then it will only show “Cash on Delivery (COD)” and if the selected shipping type is not pickup, then it will hide “Cash on Delivery (COD)”.
This works well even for Shopify basic plan. Hope this helps.
