I'm getting a message that says "This order can't be shipped to the address you entered"

I’m trying to send one of my products to a relative and every time i type in her address it says “This order can’t be shipped to the address you entered…” . I had my wife try from another computer and she got the same message. I even put in my own address and the same thing happened. I tried looking at my settings in my back office and couldn’t find the problem. Can someone help me out please.
