inventory update webhook

is it possible to provide full inventory webhook api code to me? i am new in this field

I want that when the customer allow the notify me,##### then when the inventory updated from out of stock product to stock then automatically, message will go to all customers who have allow notify me.##### I want to perform this via code for this for my api.
