I have had 4 people, all from Lagos, La they say they can help me with my store. I’m just wondering if it’s a bad idea, or a scam. I don’t have a lot of money to throw into this and I’m so very new!!

While we wouldn’t be able to comment on the quality of any external services like this, I would offer the general advice that you tend to get what you pay for.
If you’re looking to get help with some aspect of setting up or growing your store and you’d like to hire a professional with a proven track record of working on Shopify stores you can check out our Experts Marketplace here.
You mentioned that you had budgetary constraints, so you can search using a price range filter to see what might be available in your means.
These are still third-party services you would be engaging with, with whom you would be working rather than with us here at Shopify.
That said, we can of course provide you with general support for setting up, running or growing your store from here in Shopify ourselves (though we can’t build out your store, or create a specific marketing plan for you as a hired Expert could).

Unfortunately, there is no way to determine this if you are not a technical person yourself. What you can try is to ask for help or consultation from different freelancers/companies to understand the competence and speed of your developers.
Hiring a development company is a smart choice because it guarantees you will be working with a team of industry experts responsible for the final result.

Thank you for getting back with me. My store has mostly Baby and Pet products. I do have an issue with a bar across the top. It looks like it is a link to my instagram. It appears to be all white across most of the bar and I can’t seem to change that or move it or even remove it. Here is my store domain and I’m attaching a picture. It’s a screenshot from my phone. On the desktop it is much bigger! I can’t seem to attach the file. I’ve tried to convert it twice. I guess this is the kind of stuff I need help with also. I am pretty computer savvy. But the “Valid file types” named below aren’t even and option for me.
