Without using Other services like UPS how to trigger notification Shipment Delivered

You can manage your shipping notifications by heading to Settings > Notifications in the Shopify admin. Here you will see an option to enable the “Delivered” notification:
If you enable this option and provide tracking information with a shipment, the customer should then receive this notification when the courier marks the order as delivered. Please note that delivery notifications are only sent out if you provide a tracking number from FedEx, Canada Post, DHL Express, UPS, or USPS.
It’s also possible to edit this notification if you click on “Delivered”; this will then open up the template editor so you can amend the email as you wish.

Hi, I’m developing an order fulfilment app. I want to trigger the delivered notification when I turn the order status to “delivered”. I used this API as the picture shows, and changed the status to “delivered”. And sometimes it works, sometimes it couldn’t work. It just changed the order status but couldn’t trigger the delivered notification. The notification is open(I’ve checked it, it’s not the reason). Could you tell me how to fix this problem? Thanks!
