Is there a way in the dawn theme to use links on pictures? For example the picture for the collection would be clicked on to take you to the collections page instead of going through the menu or using a button? Can picture links be used with the dawn theme 2.0?

Yes, it is available and straight forward. From the customize pick section named collection list. Then make the link to each collection and save.
