When we create a draft order and add Local Delivery as the shipping method, when an order is created from the draft the Local Delivery fulfillment workflow does not work. Instead it treats it as a normal shipping method, and doesn’t show the Local Delivery buttons “Out for delivery,” etc.

The draft order is created correctly and Local Delivery is the shipping method:
Even when we click Edit Shipping it appears correct:
However when an Order is created from the draft order, the Local Delivery shipping option is treated as though it should get a shipping label and be sent via a normal carrier. The fulfillment options are not the typical Local Delivery options:
