We are realizing that its not worth our effort to ship small orders internationally anymore. Consequently we would like to create a minimum dollar amount on shipments outside the country. Is it possible to do this within Shopify without creating the same requirement for our national customers?

Thank you for reaching out to the Community! I’m happy to provide some assistance with setting up a minimum purchase amount for international orders, to get this resolved. To provide some context, shipping zones can be used to group countries together and set conditions on shipping rates. I recommend checking out our Setting Up Shipping Zones documentation for more information on how to achieve this. It outlines however, you can add a new shipping zone by:
Heading to Settings > Shipping and Delivery, from the Shopify admin.
Next to the shipping profile where you want to add a shipping zone, click Manage.
Next to the group of locations where you want to add a shipping zone, click Create shipping zone.
Enter a name for the shipping zone.
Select the countries and regions that you want to be in the zone.
Click Done.
Once a new shipping zone has successfully been created for all international countries, you can proceed to add in shipping rates that include a minimum purchase amount. To achieve this, you will want to add a Priced-Based Condition to the rate, where you can ensure that a minimum amount of $50 for example, is required to checkout successfully. I recommend checking out our Setting Up Shipping Rates documentation for steps on how to complete this. It outlines, you can:
Head to Settings > Shipping and Delivery, from the Shopify admin.
Next to the shipping profile that you want to add a shipping rate to, click Manage.
Next to the zone that you want to add a rate to, click Add rate.
Enter the name and amount for the rate.
Add a Price-Based Condition.
Click Done, and then click Save.
