Need Different Rates for Local Delivery

I can see that Shopify has two different options:

Local Delivery - Set a radius in miles, customer within the radius pay a flat rate for the delivery.
General Shipping - Set a zone (State), allows custom rates (Standard/Express/Same Day)

My business requires local delivery only, (30 miles), but also requires different rates to be available to customers within those 30 miles (Standard/Express/Same Day).

Is there any way to either use “Local Delivery” but allow different rates, or use “General Shipping”, but narrow the zone down to 30 miles, instead of being forced to select an entire state?

Only one Local delivery option visible at a time in default Shopify settings.

There must required a third party app to display additional shipping rates by various conditions like shipping by distance(mile/km) or zipcodes/postcode, etc…
