Need help identifying a (customized) theme

Clearly the theme has been customized, but I need help identifying what theme they started with… https://toddreed.com/

All I could find from the web inspector was this:

Hard to say, doing a quick google search I found this, but I would guess they are using something else:
https://www.drupal.org/project/os_base
