did you guys are Computer Programmer or what, where are how did you know what code to be used?

It is great you want to learn a new skill and CSS is not that difficult but it just needs some practice.
You can learn basics in short time. There are a bunch of sites you can learn from:

Why it is easy to, because with browser dev tools you can on the fly try some rules and how it would look like before
applying to the code.
