I have the addresses electronically. The customer wants to pay for the product and shipping with one transaction if possible. This is more of a logistical question. Thank you in advance for your help.

You can absolutely achieve what you are looking for, however, it will take a lot of work on your part. Essentially what you will need to do is create a manual order in your Shopify Admin. Before creating the order you will need to calculate the cost of shipping for the 65 shipments with the postal service you intend to use. The manual order will include all products and a flat shipping fee and will be emailed to the customer where they can pay for the order.
Regarding logistics, you can create a CSV spreadsheet of all 65 orders and import them to your Shopify Admin using an app such as EZ Importer. It is important you mark them all as paid and leave an order note containing the manual order number that was used for payment.
