Order Limit based on other product or collection types.. Is this possible?

We need to create several rules for the cart page before checkout.

First rule:

IF Product A - Variant A quantity is below 10 AND Product A Variant B,C,D is in cart. prompt error message.

“Each customer is entitled to only 1 variant unless quantity above 10”

Second rule:

IF the total sum of Collection A products is below 2 in the cart and Collection B products is in the cart. prompt error message

“Purchase least 2 or more quantities from collection A to be eligible to purchase Collection B”

Is this possible?
