If I purchase a premium theme with specific built-in features like reviews, banners, etc do I still need 3rd party apps?

Nope If mentioned that they have these features, You wont require additional apps
Look for features like
Wishlist
Reviews
Banners and sections
Sticky add to cart
Cart upsells
Menu is most important
Yeah that all would create a good overall experience

Reviews always require an App. You may be confusing reviews with testimonials – testimonials can be built-in into theme and configured in Customizer, but actual functionality to collect customer reviews will require an App.
