It is EXPLICITLY coded so that people cannot actually report fraud. It’ll just tell you that the order confirmation URL you’ve input is wrong, if you change it then it’ll say the order doesn’t exist.
On the client side route.js has:

A decent lawyer should make themselves a lot of money suing Shopify for this deception! They are clearly just setup to profit from online scams!!
I am having a similar issue as well with the same thing you’ve mentioned. When I follow the steps where it says “Example: https://shopify.com/123/account/orders/456Learn More” it directs me to do the following:
Find and open your order confirmation email.
Click to view your order.
Copy the URL from the order confirmation screen.
Paste the URL in the Order confirmation URL field.
When I follow these steps exactly the webpage still shows “Order Confirmation URL has to be valid” so it doesn’t seem like this issue has been resolved.
Is anyone else still facing this issue or is it just me?
I don’t know why this has been flagged as an “accepted solution” I certainly didn’t select that as it’s not true! As pointed out by another user below.
The code hasn’t been corrected, it’s still impossible to report fraud!
So lets add publicly lying to customers to the list of fraudulent and deceptive activities by this company!
When will this issue be fixed? I gave the the exact code to fix and the solution (client side at least, server side needs a similar fix). Do you not perform any QA or is this just outright lies and deception? Neither is good.
Everyone is facing the issue. They’ve coded it so that no one can submit. What the “moderator” posted about it being fixed isn’t true. I suggest you hit the button to report their incorrect response as I have.

So after all that, and a 30 day wait, it turns out that even when the form does work Shopify don’t actually read the complaints or do anythign about it as you get the message:

So yeah, going to my bank to do a charge back. What an absolute waste of time. The form literally selects whether you’ve tried to contact the merchant already. Shopify are more than happy for scammers to use their platform for fraud!
I’ve filled in the form and clicked Submit dozens of times, and it just flashes, and does nothing.
I was able to submit an “issue with an order” form, but as the OP has noted, that just goes to the store (who we already tried to contact with no success, therefore wanting to report them), so that is literally a ridiculous process.
I want to report Snuggly (MySnuggly.shop) for fraud. They took my money and did not send any product. They then completely changed their storefront, products, and URL to Monohome.shop. (Still says Snuggly at the bottom though, so you know it’s the same account).
I want them shut down, and I want my money refunded. What security does Shopify offer it’s buyers, when this goes on unpunished?!
