Rolling Announcement Bar anywhere on page

Hi All,

I am trying to get a rolling announcement bar as a moveable section on my Shopify store. Similar to the rolling bar used on this website (https://www.threeshipsbeauty.ca/)). I am currently using the modular theme, does anyone know of any apps or code I can add to get this? It seems there aren’t any apps that cater for this feature.
