My second announcement bar is very short but is mostly taking up blank space, which pushes things below the header down.

Remove it and add it again.
Hi @profilematcher1 , As you add sections to your page that space will automatically fill in. Don’t worry about it.

Step 1: Online Stores > Themes > Edit code
Step 2: Choose file theme.liquid
Step 3: Add code above the tag
