My recommendation for a budget is at leats $30 per day, but you can very easily manage wasted clicks, by setting up an advanced campaign. I recommend using a standard shopping campaign with layers. This means, you can bid low for generic search terms, and bid higher for relevant search terms. Which is much more cost effective. But not getting sales can also mean other things, maybe the website needs some improvements. Maybe the prices are a bit too expensive. While consumers can see the price on Google Shopping, that price, is often overlooked, and then once visible on the product landing page, may just exit.
Try testing with some promotions, or sales price drops, to see if this generates sales.
